91 non I/C no WTS light

On my early 91 I have no WTS light. I'm in TX and now even in the mornings its 70 here. The truck is not a daily driver and is garage kept. When I turn the key forward I hear the relays click after about 5 or 10 seconds. I also have no WIF light but I know that's because the previous owner put a fuel filter on it without the sensor in the bottom.

I figure I could start with replacing the bulbs in the message center but I don't know how to get in there and don't want to break anything trying. Is this a difficult task?
 
its not to bad, there are several screws that hold the dash face in place. most of them are at the very top of the trim plate going up into the dash body, you will also have to remove the dash light above the message center. there is also 1 screw going up into the dash right below the heater controls then just pull it out there are some spring clips that help hold it in
 
I may take a look in there at some point but I'm being told the no WTS light is normal on the non I/C trucks in temps such as where I'm at since the grid heater doesn't cycle unless its below a certain temp threshold and if it doesn't cycle the WTS light will not come on
