Yes the timing is done without pump removal. It can be a real booger to do and while I've turned a few wrenches in my time I let a trained person do mine,, but thats just me.
There are some who can work real magic on this, with extreme exacting settings. The engine has a TDC 'pin' which is not very accurate, and TDC is were this whole process starts. You will need a remote mount dial indicator just for starters, not to mention wierd twisty shaped wrench to get at one of two of the pump mounting bolts... this is why I shelled out some zooleks to get it done.
