My son's 94 is hard to start only when the tank is low on fuel. It takes 10 to 15 seconds to fire. When the tank is full it will start fine. There seems to be a small leak around the power steering pump but not enough to drip on the ground. The supply line hose was replaced, and rechecked for sealing on the rigid tubing and was ok. Any ideas? Return lines have been checked and are dry, the starter is not wet.
 
I had a similar problem when my 2500 was new, took it to 4 dealers under warranty, none could figure it out. My solution for 3 years was to keep the tank at least half full until a bus mechanic friend figured it out. Inside the tank module the fuel pickup hose resembles a self coiling air hose, mine had a hole in it about 3/4s of the way down that allowed it to suck air. If that's your problem you may be able to fix it yourself, I had the module replaced under warranty, if you have to buy one I think they are around $275.
