Engine/Transmission (1994 - 1998) '96 3500 transmission needs 500 more RPM to drive? Bad TC or Bands?

My son's dually has 250K miles on it & needs a full minute to begin moving @ idle, after starting [50 deg.], then is running 'higher than normal' RPM @ highway speeds. He'll get more specifics now that we talked about the need for, well, specifics. I suggested he perform a 'stall test' for additional info.

I don't know the diff between slipping bands & worn Torque Converter/pump. Since he has to replace the worn out entire front end, avoiding a rebuilt transmission at this time would be appreciated. He's a very good 'backyard mechanic', but like me, auto trans ignorant.

He's in Driggs, ID and could use a referral from y'all to a "trustworthy" transmission shop if needed. Thanks for watching.
