2nd Gen Non-Engine/Transmission 96 cruise control issue

Cruise on my 96 quit and trying to figure out what the issue is. It does not turn on when I push the ON button, no light, nothing. If I hook up my scanner and test the SC solenoids everything checks fine and the light then blinks when it cycles the respective solenoid. I checked the 2 wires on the brake switch and have no power coming to the switch, but do have when testing using the scanner. According to what I have found on here the yellow/red wire comes from the PCM, is this correct, does it run directly to the PCM? I tried to run a jumper and apply 12v to that wire at the brake switch and still no ON light, but a solenoid did click on the servo. Interesting thing is this started after I put a new steering box on, but don't see anything loose or out of place around it that I may have bumped.
 
The yellow and red wire supply power to the cruise switch (light and on/off).



From 96 Factory service manual: "Circuit v32 (yellow/red wire)from cavity c`11 of the pcm supplies power the the light emiiting diode used for the the speed contro indicator lamp and to the speed control switches. Crcuit v32 also connects to circuit v30 through the stop lamp switch. Circuit v30 powers the vechilcel speed servo.



" When the on/off switch is open the voltage level on circuit 37 (red/lite green) at pcm cavity c32 had nominal value of 5. 0 volts wiht arange of 4. 8 to 5. 0volts"



When on/off switch closes the value is 1. 51 volts with a range of 1. 31 to 1. 61volts.

" Circuit v40(white/pink) provides stop lamp switch sense input to the pcm at cavity c24. the stop lamp switch connects v40 to ground circuit z11(black/white). When the brake pedal is depressed , the sopt lamp switch opens and disconnects the circuits v40, and z1(black)( I think this supposed to be z11 but both are grounds) and v32 and v30. When the sop almp disconnects the circuits v32 and v30, power is removed from the speed control server. "



Z11 ground the brake light switch. z1 grounds the servo.
