Attention: TDR Forum Junkies Well,
Its fixed.
For those that dont remember oil in water(fast) and water in oil.
Test plate was to thin, almost worked.
After having head retested was fine except for small amount of warpage. Head was milled no difference in leaks. Had to have crack in block somewhere. Removed engine, removed cylinder head, blocked off oil passages on block surface and pressurized oiling system with shop air. Water jackets full of water, found leak in water jacket front left of number 1 cylinder. Cant see exactly where other than the bubbles.
So the final fix-reman long block from Cummins.
