Engine/Transmission (1994 - 1998) 97 fuel Filter drain valve leaking

Have 97 with the drop in fuel filter and the fuel filter drain valve seem to be leaking causing a hard start problem in the morning. It doesn't crank like a Ford or anything like that, but just haa to turn over 3 or 4 times before starting. Does this valve have a history of problems? Can it be replaced or do you have to replace the whole can? Thanks guys
 
Have you confirmed it is the drain valve? Have you changed the filter recently and maybe pinched the top o-ring? The only problem I've ever had with mine is the center bolt that comes from the bottom of the housing broke. I replaced it with a #8 grade hardened bolt. It is SAE by the way, not metric.
