Engine/Transmission (1998.5 - 2002) 98 24-Valve won't come off idle

My nephew's 98 has a strange problem. It starts fine and runs well for about a quarter mile then drops down to idle. You can push pedal down to the floor but it just idles. Sometimes it won't come off idle on initial startup. Any ideas?

Sounds like APPS, check Geno`s for replacement. Ask for Scott
