Engine/Transmission (1998.5 - 2002) 98.5 24valve suddenly started running terribly rough at an idle and no pedal

I have a 98.5 24valve ctd. It was running great,then I went to start it and it wouldn't start. Finally started but ran extremely rough with no pedal. I changed the CPS. No change in status. Any ideas are appreciated.

Check fuel quality
