Archived 99 Diesel won't accelerate

My 99 5-speed will not accelerate above a certain speed and then it will start decellerating. If you shift into another gear it may accelerate a few miles per hour but within a minute or two it will start decellerating again. It is impossible to get it above 50 to 55 MPH. Sometimes at idle it will quite running and sometimes it is hard to start.

A mechanic friend of mine hooked up a computer but his computer is not updated for a diesel engine. He did get a couple of error codes but did not know what any meant.

Any suggestions?

It sounds like "dead pedal" (try a search and you'll get more information than you ever dreamed of. ) It might be the APPS, but chances are it's the VP-44 injection pump. What were the codes - was one of them P0216?
