99 idle only

Hi guys just joined this site. Looking for some help. About a year ago I bought a 1999 3500 w 5spd manual. Only has 106k. Has had weird starting problems. Wait to start light takes 10 seconds of key on engine off to light. If you crank before it goes on it cranks but won't start. Lift pump doesn't run until the light comes on. Now it will only idle. If you touch the throttle rpm goes up for a second then dies. Tried different scanners and no communication. Any help would be appreciated.
