Engine/Transmission (1998.5 - 2002) A/C On, lower boost. No A/C regular boost level?

What is going on with my truck? A/C boost doesnt come up like it should, normal driving without the A/C on it builds well and evenly throughout the gears. At times it feels like it is defueling, I have checked boots for loose clamps but not sure where else to check or what this might be. There is no way the A/C is pulling the motor down that much.
