abs pump gone south and will not turn off with key off. pulled the 40 amp fuse. brakes are good but no anti lock. is this correct

The mechanical portion of the brakes (well, hydraulic really) will work independently of the ABS unit. I suspect there's a safety regulation somewhere that requires this.

If it were me, I'd probably leave it sans ABS, if you want to save some money,

It's not your pump that went bad, but rather the electronic half of the ABS controller, which you can replace yourself. I just had this happen last week. A relay that controls the pump is stuck. I got a new controller from dodgeparts.com and saved about $100 over the $381 list price.

After replacing though you will have to get the axle info and tire diameter reset using a DRBIII scan tool. I paid a dealer $85 to do it, which only took 20 minutes or so.
