I have a 01 dodge with 229,XXX miles on it, bought it used from a dealership in texas with 214,XXX miles on it.

When I first start off driving, and I hit about 1800rpms it just quits on me and I can't accelerate at all, unless I let the rpms drop to about 800 and step on the gas again. It doesn't do it all the time, and usually when it's just starting to warm up. I replaced the fuel filter and that made a pretty big difference, but it's still doing it.

Any ideas would help, right now I'm thinking it's got to be the lift pump or the turbo.

Take it back to the dealer , more than likely they knew about it. Demand they change the VP and lift pump or they will be talking to your lawyer.

Install a fuel pressure gauge if you haven't already. It's worth the $150 or so. Too many expensive things can go wrong if you don't have adequate fuel pressure. It's not worth guessing about.
