I was thinking about installing a small valve between the turbo and the stock boost elbow. I like having the ability of higher boost, but would like to turn it down in bad weather. nothing like the boost hitting when making a turn on wet pavement. This way when you wanted more boost close the valve(not all the way) and wide open for lower boost. Never close the valve fully closed. I know this will void my turbo warranty

You need to go to plumbing 101. Putting a valve in will not change the pressure, at best it will delay it. A straight valve does not adjust pressure, it adjusts volume. To change pressure you need a pressure regulaor of some type. It does not work like water free flowing out of a faucet. If you put a sealed container on your faucet, the pressure wil equalize as it fills to max volume. The only thing a normal valve will do is delay the time it takes to equalize. If you want to turn your power down, adjust your box. If your box will not let you do this, get a TST PMCR and you'll have something.
