I was at Lake Pleasant Az. last weekend during a bass tournament, and when the bass boats were leaving, a Cummins-powered Dodge pulling a bass boat blew his horn several times... what a racket! I like it!
Have no idea whose truck it was but as far as where to get one Rickson tire and wheel on the east coast sells them. Just the horn if you already have a compressor or complete kits. They sell the grover brand. Some prefer hadleys. I prefered the grover sound myself so Ricksons got my business but others will surely chime in with where they got theirs. Wrecking yards are also another option to pull an old one off a truck there.
i use a 19 inch (i think) buell and strombos boat horn, they're fairly expensive if you want to buy one new and would probably look pretty funny if you want to mount them visibly, but they are LOUD and an awesome scare tactic. it mounts fairly easily on the front right corner just behind the bumper.
you might try a BIG truck wrecking yard. I got 2 horns 23 & 25" horns and a tank plus mounting hardware $20. 00. All I really had to buy was a compressor.
