I don't know about your 03 but on a 06 you don't need to pull the dash to do the either air bag. Drop the glove compartment and you can get to the passenger bag. Driver bag is in steering wheel so doesn't need dash dropped.

For heater doors you would be better off doing the heater treather doors than having the dealer put the same poorly designed junk in. They don't replace the doors they do the whole HVAC system.

Do the dealers need to access the OBDII port for this recall? The reason I am asking is I am running a Smarty program and I do not want to return to stock, if I do not need to. I have my OBDII port covered with a cover that states do not flash and is Zip tied on.

no no need to touch or connect to the dlc to replace the drivers side but there is verification that is supposed to be done.nothing to do with ecm/pcm
 
The passenger side air bad is right there behind the glove box, should be pretty easy to do once they have parts.

You can tell them anything you want and the service desk jockey can say OK, but after they take it in the shop and it is out of your sight all bets are off.
Yep. Safest thing to do is put the truck back to stock for the service and just put the smarty program back in after you get the truck back. That way IF they do flash it your smarty is not locked out. Pretty cheap insurance to prevent a huge hassle imo.
