What is the difference between billet and OEM?

I looked at their website, and it does not come up as a recommended oil in their vehicle search function. However, studying the specs of the oil clearly lists it as a CI4+ oil with a TBN just over 12. I've been using it in my truck for years and plan to continue.
 
I use it in my 04 and wifes durango, and soon my new Kubota tractor. 5W-30 HDD 3000 series. It was recommended for my 04.
 
the ci4+ 3000 will cause early failure in dpf filters. by law the new 3000 will is formulated to cj4. there has been some turbo failures with the 5w 30. for the cummins i would stick to 15w40
