Engine/Transmission (1998.5 - 2002) Another Trasn Question

Well i have joined the Dodge truck owner society. I purchased a 2001,2500 Diesel,automatic 4x4. It has 58000 mi. 3 months after i purchased i started having issues. Trans on occasion would not shift down to first gear when stopping. I serviced trans and replaced output speed sensor (recomended by a tech from a dodge dealer). Well now it does it at every stop. I am now leaning towards governor solenoid. Any ideas? I am new with dodge's so be kind if i ask a stupid question.

Gov soleniod,any good shop should know how to test the gov circuit,or just replace it. I would replace it,chances are its bad,its a very common problem.
