Any one who might have some advice??

I posted a while ago about this but just a quick update and refresher; when i fill the tank full my CEL comes on producing code P0148, fuel delivery error, well after a number of times to the dealer they couldnt figure it out so they had me do the co-pilot, got the "pictures" they sent them to star or whoever it is about 2-3 weeks ago, havent heard anything yet, so i got tired of waiting and brought it back to the dealer today, checked it we got the same code and he also found another one, i wanna say the other code is P0209?? and the diesel tech had about 3 pages of stuff the DRBIII brought up, he also said something is calling for like 3. 5 volts and then when he takes it up to about 40MPH it callsfor like 70-90volts which the diesel tech says thats what causing the CEL light to come on, so we decided to take the fuel pressure sensor and fuel control acuator off a BRAND new truck and put on mine to see if that is whats causing the problem, well guess what the CEL came back on and still the same code P0148, so i guess its back to square one, i was hoping that maybe someone had some other ideas as to what to check? now this only happens when the tank is full, from 0-20 miles from the time i fill up i have been getting good quailty fuel (Irving diesel), i am at lost can anyone help me or atleast try to? oh ya i DO NOT fuel the truck up when it is running.

What does the fuel delivery error mean exactly? Is it the fuel delivery to the engine or does it have to do with the tank?

i would assume to the engine. from what i understand there is no way to tell
