Engine/Transmission (1998.5 - 2002) Anyone hear of a S.P.E.E.D box programmer

My cousin bought a 99ctd and it has a box on it called s. p. e. e. d and it also has a picture of a tornado on it, i think it only has 3 settings on it. I told him i would ask all the diesel junkies on here and hopefully get some answers for him. He flew down to florida and bought this truck and is now on his way back to Idaho.
