Engine/Transmission (1994 - 1998) are all 12 valves painted on the inside?

i am putting together a new engine for my truck and i noticed a few odd things, the inside of the engine was painted black to help oil drein back to the pan, it is a cummins recon engine from an industrial application. it also has a mls (multi layer steel) headgeaket, when did cummins start using theese in 12 valves? being a reman engine the kdp wasnt addressed, the engine was remanned in 04 and i would have figured they would have fixed it by then.
 
Cummins did not paint the insides of the engines, except for the oil pan, side cover, and front cover. They also did not use a multi layer steel head gasket, at least on Dodge applications, until the HPCR engines.
 
i have 3 12 valves all with mls gaskets, ond one is a 53 block. all were industrial engines and cummins rebuilds. and they are sleeved on all 6 holes(at least the one i took apart is). so are the mls gaskets better or worse than the marine gaskets?
