Engine/Transmission (1998.5 - 2002) Are all VP44 the same ?

I got a 99 and the IP went out. I've been looking on ebay for a used one. Theyt give the bosch # but not the year of truck, etc.

No, the ETC and ETH pumps are not the same. There may be variations within those two types as well, that i do not know. You truck being a 99 will be an ETC.

the fuelling parameters (especially at idle) are different between the HO and the non-HO. The plungers are different as well.
