My 04.5 does it, my 98 Grand Cherokee does it, my 12 Durango does it, my wifes 11 Compass did it.
So I'm very convinced that all Chrysler do it that way, of course only the one with electric or vacuum activated blend doors.
I guess they think its a good idea to keep stuff out of the vehicle like rodents or other pests.
