Archived Fuel Pump Problem

I once again blew the inner cooler hose on my stock 2001'. It's the one that connects the tube to the inner cooler on the passenger side.

Originally it was just blowing it off so I purchased a new hose and it's been ok for a few months. I pulled out to pass the other day pulling a camper, floored it and this time blew a hole in the side of the hose. I'm now thinking it's a problem with the waste gate. Should it be possible to move the linkage rod to the waste gate by hand. If so, I can not. I live in a small town where few people have knowledge of Cummins turbos. Any suggestions would be appreciated.



My previous posts on this subject were back from 7-05 to 12-05.
 
The waste gate is really hard to move by hand. Theres nothing to get a good grip on. It takes at least 18 pounds of pressure to open it. You need to put a boost gauge on your truck if you don't have one. That is the best way to find out if the waste gate is working the way it should. As for the factory boots some guys use hair spray on them to keep them on.
