Engine/Transmission (1994 - 1998) Bad Radiator Cap?

I have noticed with the cold weather that the upper radiator hose is sucked flat before I start up in the morning. I don't recall if this was the case in the past or if this is a symptom of something new. Shouldn't the radiator cap allow coolant from the overflow tank to flow back into the system as the engine cools? Is this just a bad radiator cap or is my headlight fluid low?

Turns out it was the overflow line filled with gunkified antifreeze; I reamed it out with a stiff wire and all is well. Thanks for the quick reply.
