That appears to be an LEO next to the 5er. Id say the rig didn't proceed past that point as is.
 
I always thought that a 5er is to be towed level, it looks to me that the rear axle of that 5er is carrying most of the weight on the 5er.
 
I'm guessing you are tongue in cheek. But if not, the articulation of the tandems distributes the load through a wide range if travel. Being level is more critical to the refrigerator than to the axles.
 
Where he is standing is usually the landing gear controls. Probably just raising them for lift off :-laf. When ever I had a uhaul it could barely pull itself much less what is in the picture.

I could "almost" defend this guy with his truck on the tow dolly pulling a 5th wheel as there are bumper pull to 5th wheel dolly's (not that I think I'd use one and not that I'm defending him either). But he had to understand that the pin weight of the 5th wheel is placing a HUGE load directly on the very back of that tow dolly the truck is sitting on. You can even tell thats the case as the Uhaul looks like the back tires are barely touching the ground. I wouldnt be surprised if he was all over the road trying to keep this setup straight.....
 
So the 2" ball that the car trailer is hooked to doesn't raise any flags? What about the stress on the pickup's tie downs to the trailer? Keeping the rig straight would be the least of my worries.
 
obviously I wasnt condoning this contraption but merely pointing out the main item which would have prevented him from simply making it down the road without taking out traffic. How it was attached or held in place is also an issue but not the point.....
 
I'm aware you weren't condoning and I understand your point. However, based on my limited double towing experience. albeit, the 5er is the front trailer, sway doesn't present the highest probability of disaster. If all the links were up to the task, that would be a legal rig in TX, except for the length which I'm guesstimating is over 65'.

The 2" ball hitch lock would've likely busted with all the upward force eventually.

If I remember right, we can tow double but the first trailer has to be a 5th wheel.

I see em in Michigan but am told can't do in the northeast.


 
There are varying requirements and stipulations depending on the state. And this is a long and heavily discussed topic in most RV forums too. For instance, you can tow double "ball hitch" trailers in some states only because there is no stipulation as to whether the first trailer has to have a "positive lock" hitch. Example being: Does that mean you can tow two small TT's, or does this mean only a GN trailer connected to a receiver hitch trailer??? Research the topic and you'll see how people get confused real quick.....

Regulations would be so much easier and more efficient if every state and province would be universal with their laws.

But then again, government is never efficient with anything.*

They want their money through fines.*
