The current theory is that the robber was somehow coerced into doing it. He was probably not the mastermind(??) of the robbery. The police had him handcuffed for about a half hour at a standoff and he made references about his boss. The bomb may have been set off by remote or a timer. Peach St. is a main road of Erie, and having it blocked off for 7 hours made quite a mess of traffic jams!
