First I want to thank all of the posts on how to find the problem it made the job very easy. Where do I go from here, #12 30amp Electric Brake is the circuit that was pulling 4amps?
I disconnect the brake controller when I'm not using it so that’s not the problem. Where can I find a wiring diagram to see what else is on that circuit?

The fuse feeds power to the Brake Provision Module and then to Trailer Tow 7-way Wiring.
Were you referring the Brake Provision Module as the brake controller???

No, the Hayes brake controller that plugs in under the steering column.
Is the Brake Provision Module the box that has the relays to power the lights and charging circuits?

The box under the hood on the driver side, with solid state relay inside would be the Totally Integrated Power Module.
 
Wiring diagram shows the Brake Provision Module is the only thing on that circuit. Is the wire tan with a red tracer and does that wire lose power when you remove fuse 12?

Sorry for the delay, went without computer for a few days.
Since your reply something told me to start from the beginning again. This time the meter dropped to 180ma. It did go lower when I removed all of the fuses. I figured that was the onboard computer that I had shut down. I'm thinking about hooking the trailer up and working the brakes to see if I can recreate the problem otherwise I not sure what to do except do random spot checks.
I hate electrical gremlins.
