BD Towloc question

I just got a BD Exhaust Brake, BD Towloc & BD PressureLoc Kit installed. The problem I'm having is sometimes when I let up on the throttle I hear the Exhaust Brake engage but not slowing me down. I've tried at different speeds and sometimes it works and works good and sometimes it doesn't. It's like the Transmission doesn't do what it should do all the time. Here is my TowLoc setting's that the installer put in. Let me know if these look ok or what else may cause this problem.

Have you tried BD's forum for assistance? I pulled the Towloc off my '98 because of a conflict with the Calif. smog stuff, staff on the forum were willing to work with me to try to find a resolution. They also have been helpful on other equipment issues.
