Best OBD reader for new Rams

Is there an OBD reader you can recommend and is there a reader that can also set different tire sizes like my smarty jr was able to do. Dont think I need to increase power in my 2017 but I am running dedicated winter tires this year and would like a way to set speedometer.

Hypertech 752503 for 2007 and up
