Best ScanTool for 2016 and 2003

Looking for thoughts on the best scan tool to purchase for a 2016 and 2003. Both Stock.

Witech 2006-17 DRB III 2003-05 , about $10,000 for both, Now their many aftermarket scan tools that will get the job done, but those 2 are the best. Stay away form Snap-On electronic, they are popular but I have found most Snap-On electronics work on everything ,but great at nothing.
