I recently installed a 2. 5 coil spring and a 03 adjustable track bar with a steering box stabilizer. I also replaced control arms to push the axel forward. The truck has been aligned and still wanders quite a bit. I am thinking that my shocks might be maxed out. I ordered them from Genos Garage. I was told that they would work up to 2. 5. Does Bilstein make shocks for more than 2" of lift?
 
Yes they do, but wander is not directly effected by shocks. Try increasing your caster angle until you are happy with how it drives. Too much caster will cause the wheel to be slow to respond to input.

Also what model Bilstiens do you have and what is the condition of ball joints and steering parts?
