Engine/Transmission (1994 - 1998) Bleeding Fuel Line Question??

I read in the shop manuals to crank engine and loosen the high pressure line at the injectors to bleed out any air. Does crank the engine mean engine running? Or crank engine so that it does not run? I think I might get a set of 370 injectors? Just didn't quite understand the bleeding procedure.
 
Without the engine running. It probably won't start anyway until you bleed at least some of the injector lines. If the nuts are loose it definately won't start. Once it fires up, again loosen each one a little to bleed out any air. It will miss on that cylinder while the nut is loose.
