I believe this is the problem with my '97. I can't tell from their instructions on their website, but do I have to remove the whole dash to repair the blend door?

Yes I just did. Ther actuator is on the left side of the passenger side. Two screws hold on the bottom, pull the carpet down some remove a little of the insulation take the screws out and the broken piece will come out, put in the new one and get the two screws back in. The directions want you to pull more stuff apart and calibrate it. I did not do this and mine still works.

I would say yes this will fix your heat/cold
 
I'm thrilled to find this! Mine has been broken for 2 years. It finally went out the first day of a 2-week trailer trip in 2007. I managed to take things apart enough to get a pair of needle-nose vice grips on the interpose piece. Drove around for a year and half with the vice grips on and a little bungy cord holding it in place. Hot side for winter, cold side for summer, nothing in between. I recently discovered that a certain stove knob fits. With a little modification, I now have a stove knob, which is less obtrusive than the pliers but just as inconvenient to adjust.

I'll be happy to fix it right. Thanks for finding this.
 
I e-mailed these folks and read through their website and climbed all over my 97. I literally can't find the part they are speaking about removing with two screws. It was supposed to be on the bottom of the heater box, but all I can feel is the end of the metal shaft at the bottom of the box. In their e-mail to me they mentioned removing some panel to the left of the pasenger's feet. There is no panel there. Looking through the dash, my blend door is moved with a cable from the back side of my thermostat knob.
