I'm not sure about your 1998 Dodge (I have a 2002), but your signature indicates a 24 valve, so the solution might be the same. On my truck the blend door actuator is located on the passenger side in the HVAC housing where the floor meets with the fire wall (near the transmission tunnel). The actuator is operated by an electric motor that uses a piece of linkage called an interposer (which cracks) that links the actuator motor to the blend door. I would have never figured this out on my own.
Look up "Heater Treater" on-line and you will find a very detailed article describing the symptoms, testing, removal and installation, and calibration of the blend door actuator motor as well as how to test the blend door controller on the dash. If this is your problem, the fix is inexpensive (a new steel interposer) and it is not necessary to remove the dash. I lived with the hard to control cab temperature for about two years before I came upon this fix. Now the cab temperature is comfortable in summer or winter and has been that way for the last 20,000 miles.
