My block heater has not been working, so with an ohm meter, I checked continuity between the hot and neutral blades of the plug. It measured high (open). I then disconnected the cord from the heater element and measured from end to end. I found that the hot connection was open. Neutral and ground were still okay. I then measured the pins on the heater element. It measured about 20 ohms, which is correct.
It cost me $33 at the Dodge dealer for a new cord. Now the heater is working again.
I'm a bit surprised that the cord would open before the heater element. Must be bad workmanship on the cord construction.
My advice is to make sure you check the cord and the heater element separately before assuming that the heater element is open. That is a much tougher job than just replacing the cord.
