Blower doesnt work

Any ideas? The fan on the dash will only work on high. No air on any setting comes out at any of the lower three fan levels. Then turn it to high and it works fine? Any suggestions? This is on a 2002 ETH/DEE 3/4 ton. 4x4 Fuses are fine!

My wife's 99 Stratus did the same thing about 2 months ago. Turns out to be a small "chip" on the back of the heater/fan control panel. Cost me about $19 for the fix at the dealer.

I have a Jetta car that every couple of years blows a resistor that limits the power to the fan a the lower speeds. Sounds like they use the same type of system here.
