Engine/Transmission (1998.5 - 2002) boost gauge needle

Is it normal for a boost gauge needle to vibrate?

Or is it indicative of some problem like boost hoses loose or leaking , ect?

Its not normal, i don't know what it could indicate.

My truck does it as well. Guage is fine since I put a new one and it does the same thing.

If you are in the plug hole near the back of the head, then yes. I switched to Pier's intake bolt and it is much better. SNOKING
