Normally the boots would be on top There are some that put them on the bottom with the shock fliped over, the idea being that if any water or grit gets into the boot that is will collect down and away from the shock/plunger seal. Normal install would be boot up.
While boots up may be right for Bilsteins and many other shocks, remember any shocks with inertial valving (viz. edelbrocks) have a definite up/down - watch the arrow.
