i am having trouble get the brake drum off. The park brake is released and i loosed the shoe up and it still will not come off. i also tryed penetrating oil around the drum to the axle.

I had the same problem on a Dakota once. The shoes were so worn that they grooved the drum which makes it hard to remove. It is a pain but it will eventually come off. It did for me anyways.

EZ solution here. Jack entire rear and support with jackstands as necessary. Put a couple of lug nuts back on then put her in gear and get the drum turning, 20-30 mph. Hit the brake and it should break it loose. If not, do it again. The lug nuts are to keep the drum from rolling across the shop.

I did just as Stamey suggested, Put it in reverse is what I did and they just about fell off. Mind you this was on a 3500 dually that had been on for 117K. You may have to put the E brake on to take up some of the adjustment you backed out of it. Thanks again TDR for this tip. :-laf

is the drum loose from the axle flange ? will the drum rock back and forth with pressure ?

If not use penetrating oil around lug studs and hit with sledge hammer at the thickest edge up by the inside of the rim. (with wheel off)

Wonder if antisieze could help prevent that drum from sticking so darn hard?

I would say, certainly. You know the manufacturer would never do that though. I always do when I remove a stuck drum.
