Has anyone ran into this problem?

When the running/head lights are turned on and the brake pedal is depressed it blows the fuse. Without running/head lights on, the brake lights work as advertised. I also noticed that if the head lights are on and the left turn signal it applied that they flash rapidly as does the dome light start to flicker in unison. Right turn signal works with no problems. It sounds like it may be the left side harness. But I'm also not sure if the head light switch may be causing it.

Sounds to me like a bad ground, from what you described it's MOST LIKELY the left rear tail-light assembly, that's where I would start. Hook up temporary ground to the fixture and see if that helps, it should.
