2nd Gen Non-Engine/Transmission Brights will not turn off

I have a 99 Sport. The problem is that when I turn on the headlights, the brights turn on and when I try toggling between high and low beam, the beam changes somewhat but not necessarily from a high to a low beam. Also the little blue high beam light is also constantly on whenever I have the headlights on. Since the highbeams are always on, the foglights are not able to be turned on. Part of my problem is that when I replaced the bulbs after buying the truck used, I bought the silverstars instead of what the previous owner had. I am thinking that I did not put the correct bulb number in. I should have 9007's in the outboard light and 9004's in the inboard correct? I could understand how this may mess up the beam that is coming out of the lights when I switch from high to low beam but I don't understand why the high beam light in the dash never turns off. I have also replaced the toggle on the steering column and that did not change anything. Sorry for the long post, does anyone have any ideas?

Don't know your truck. But mine did that when the DRL module went south?
