Bumper vrs back up lights

So I finally got the wiring finished, the actual lights wired up and went to contect the two and bolt on the light brackets and ... . nothing. There isn't anything to bolt the brackets onto. I guess I'm showing my age when I still think all bumpers are complete "U" instead of what I have. All my bumper has is a curl at the bottom. How does one install anything to the bottom of the bumper area?

i have my aux backup lights bolted to the frame rails with some drop brackets i made. . they are about 10" back from the bumper but they work good until you back into a snow bank and they fold up and end up pointing straight down
