2nd Gen Non-Engine/Transmission CA Emissions: Includes Cat?

2nd Gen Non-Engine/Transmission Beware after market plastic!

I just got my DMV renewal notice and have been searching the threads regarding my options since I need to get the smog inspection.



Did my CA 1999 Gen 2 come with a cat? I have found many non CA posts stating that the non-CA Gen2's didn't have a cat but I haven't found anyone from CA stating that the CA emission package DID NOT include a cat.



Another way of saying this. The window sticker for the truck indicates $200 for CA Emissions. What were the CA emissions package items? Did it include a cat?
 
my 98. 5 has no cat but suppose to have a resonator and muffler passed smog with muffler and no resonator BUT the smog guy told me that his paper work said I have a cat and said they did not now that this truck had a resonator not cat and he moved on and passed it. ED

I found during my search yesterday a post that included the following table:



89-93 = no cat

94-98. 4 = cat

98. 5-04 = no cat

04. 5+ = cat



I wonder if the smog books the inspectors are using incorrectly omit the fact that there was a major engine change mid year in '98 for Cummins? I would speculate that was the cause of the descrepancy but don't know this to be a fact; yet. I would've hoped that these books/paper work would cover this level of detail.
 
the reason cummins switched to the vp44 was for emissions, (almost all of thier major engine changes are to meet ever more strict fuel and emission standards) so the engine was clean enough to pass then required emission laws without a restrictive cat. So, all 5. 9's with the VP44 were catless

I believe the confusion comes from the way the books are written and a little case of not reading them by the techs. It shows a 5. 9 diesel(no cat) and the 5. 9 gas motor(360ci needs a cat) for these years. They look up the year and see the 5. 9 listed(gas engine) and tell you it needs a cat. I went to three different techs recently and two of them told me I needed a cat, the one looked it up correctly and said I was fine. I prodded the other two to look a litter harder for a second 5. 9 engine in the books and they both realized the mistake they were making.

As far as I can recall, there is no additional equipment. Any "emissions package" would be in how the injection system was programmed. Not having a 24valve, I couldn't open the hood and tell you, but having worked on a bunch here in Cali... . they all look the same.
