I can tell you what I know about this, which of course isn't very much

Pagoo and all of the other call forwarding services like it as far as I know require call forwarding. It is my understanding that what happens is, when someone calls you, the call gets forwarded to Pagoo, or whomever. Then the person talks to some computer voice "thingy" and a message is sent to you and you decide whether or not to take the call. I personally think this probably works BUT, most people aren't going to talk to the computer "thingy". How many people even talk to answering machines?
Here is a link to a review on Pagoo and another.
Another option I know of is call waiting modems. From what I understand they will hold your ISP connection for several
seconds while you decide whether or not to take the call. Call waiting from the phone company required of course.
Another thing I have seen is Catch-A-call. TigerDirect sells them. It may also only support call waiting for seconds, I don't know. But at least you don't have to replace your current modem.
Here is a link for ya. This is a piece of hardware and is about $45.
Please let us know how you make out.
Cheers,
Bryan
