Are these lift pump readings good

A friend recent purchased a 97 3500 with 5spd and 4:10 for pulling. The problem is, the truck was built for California... and it has this goofy-lookin' breather thingy going from the exhaust manifold over the top of the motor and into the intake tube. The engine plate says "180hp", and what I need to be able to tell him is, what should he do to make this pig run right? Can he cover the holes, or is he forced to buy new manifold, etc. ? 215 injectors, or will the 180's make any power? Oh great gurus, please teach me the proper way!

Bfast, that stupid tube is EGR (exhaust gas recirculation), another example of dumb A$$ politicians under our hood. I remember on gassers they did it (really carbons up an engine), we would simply cut a piece of 1/16 steel and make a "blind flange" to cork it off the exhaust manifold. I would think its the same on diesels. Lets see what the guys say.

Mine is a '95 and does not have that thing. #ad

Do a search, you'll find a few. I'm at 300+ right now. Have to get bigger injectors.
The cam inside the pump in different than the 215 I am told.
Get a stock intake, but you can block the exhaust.
There is a couple more tricks Piers or Joe Doe can let you in on.
