The chrome cladding can be removed leaving bare steel wheels beneath - chrome cladding appears to be attached with some kind of adhesive so it takes a bit of work. As part of powder coating process steel wheels will be bead blasted clean so the residual adhesive, dirt, and base paint is quickly elimated.
I recently did this to my chrome clad wheels after the cladding started to deteriorate and now use these powder-coated steel wheels for my winter tires.
