Can I LEGALLY run red fuel?

I am an American who lives and works as a missionary in central Mexico. I will be up in Illinois in October. I am watching fuel prices up there, and I am looking for ways to cut my expenses!



My truck is registered to the ministry. The ministry is a legal not for profit organization in the State of Illinois and with the federal government as well. I run "CV"... Charitable Vehicle license plates on the pickup.



I know schools can legally run red fuel on the road. My question is, CAN I??? I know it sounds logical that I can, but do any of you honestly know?



Any help you can give me would be greatly appreciated.

The peso price per liter is stable since ALL fuel stations are government controled, but my exchange rate goes up and down a little. Doing all the conversions, it still runs around $1. 90-$2. 00 per gallon... has been around that price for a couple of years.
