No - at least not without a boost fooler as well. The 24v ECM will defuel when boost exceeds 18 psi. In the end you'll actually lose power by putting an elbow on without a fooler. The fooler goes between the MAP sensor and the ECM and fools the ECM into thinking the boost doesn't go over 18 psi.
I did that once in 2000 on my '01 HO, it certainly defueled like Steve said. I then added a boost fooler, but there was no noticeable HP increase over stock at all.
